For those who have been paying attention, the last several years have been as transformative for Manchester as any period of time has been for any neighborhood in Richmond.

South Plant
And no discussion of Manchester, especially the Old Town section of Manchester, would be complete without a discussion of the Reynolds South Plant site along Hull Street and 7th Street. When the 17 acre site is fully developed, it should include retail along Hull, office and residential towers along the River, nearly 300,000 SF of historic renovation for apartment and office, green spaces and a direct connection to the Flood Walk.
